COMMUNIQUE OF THE 11TH INTERNATIONAL CONFERENCE AND 46TH ANNUAL GENERAL MEETING (AGM) OF THE NIGERIA COMPUTER SOCIETY (NCS), HELD AT THE ROYAL PARK HOTEL, ILOKO-IJESA, THE STATE OF OSUN, NIGERIA FROM 24-26TH JULY, 2013.

1.0 Introduction
The Nigeria Computer Society (NCS) was established in 1978 as the umbrella body for all Information Technology practitioners in Nigeria. The Society held her 11th International Conference and 46th AGM from 24-26th July, 2013 at the Royal Park Hotel, Iloko, the State Of Osun, Nigeria.

The 2013 conference theme is e-Government and National Security. There were 5 plenary sessions with speakers from broad spectrum of the society: IT professionals, academia, government and non-government agencies, industry and business. Also there were parallel sessions to complement the plenary sessions. The topics of discussion were as diverse and encompassing as the speakers spanning E-government and National Security; Economic Security, Political Security and National Database; Public Key Infrastructure, Governance through e-Government, Smart Government and Social Security.

2.0 Attendance
The Conference had in attendance the Vice President of Nigeria, Architect Namadi Sambo ably represented by the Honorable Minister of Communications Technology, Mrs. Omobola Johnson and the Executive Governor of the State of Osun, Ogbeni Rauf Adesoji Aregbesola. Also in attendance were the Executive Governor of Ekiti State, His Excellency, Dr. Kayode Fayemi represented by his Special Adviser on ICT, Mr. Kayode Jegede; the Deputy Governor of the State of Osun, Her Excellency, Otunba (Mrs.) Titi Laoye-Tomori; Dr. A.S. Daura, Acting Director General of the National Information Technology Development Agency (NITDA); Mrs. Ibukun Odusote, Permanent Secretary in the Federal Ministry of Agriculture and Rural Development; Vice Chancellor, Osun State University, Prof. B.A. Okesina and Alhaja Sekinat Yusuf, former Commissioner of Women Affairs, Youth and Social Development in Lagos State and current President, Computer Professionals Registration Council of Nigeria (CPN).

Furthermore, there were more than 700 attendees from within and outside Nigeria. In addition, 336 new members and 12 corporate members were inducted.

3.0 Decisions
After the paper presentations, technical sessions, contributions of the participants and exhaustive deliberations, the following decisions were reached:

i. That e-Government when properly deployed is able to deliver continuous optimization of service delivery to the citizens thereby engendering the attainment of the Vision 20-20:20 of the Federal Government;

ii. That in deploying e-Government services, it is imperative to embrace the cooperative model of governance which brings together the government, the governed, the civil society, professional bodies and other relevant stakeholders;

iii. That to build an efficient and credible e-Government cyber infrastructure, there is the urgent need to commence development of our national cyber security capability, otherwise we will be at a grave disadvantage against other nation states;

iv. That government at all levels should accelerate the development of enabling legal framework and environment which create legal status for electronic records, encompasses cybercrime legislation and enforces checks and balances;

v. The Conference deplored the low level of IT security awareness in the country and urged the government to work with NCS and relevant agencies of government to mount security awareness programs and campaigns for citizens as a way of curtailing security breach and reducing cyber crime;

vi. The deployment of IT to enhance national security seems to be limited to the enhancement of Cybersecurity/IT security, and

vii. The Conference commends the Federal Ministry of Communications Technology and the Honorable Minister for the giant strides being made through various progressive initiatives by the Ministry (which are in line with the transformation agenda of Mr. President) such as the National Broadband Initiative, denomination of Federal Government websites and e-mails in .ng domain, and involvement of NCS members to drive some of these initiatives; the Conference further advocates for continuous engagement between the Ministry and NCS.

I will like to begin by thanking the out gone 17th National Executive Council(NEC) led by the immediate Past President, Sir Demola Aladekomo for the work done within the space of two years.

I am still using the same medium to congratulate my colleagues who won the last election into the current 18th National Executive Council and welcome those who are first time comers to NEC, and also welcome the experienced NEC members on board. We need their experience to work together as a team.

 

My mission to NCS as the President of the 18th NEC is simple and they are itemised in my manifesto as follows.

1. Membership Benefits

a. Provision of digital Newsletter to all registered members on   happenings in the         IT industry in Nigeria and beyond

b. Members will henceforth receive their membership certificates and other documentations through couriers’ services

2.         Restructuring of NCS secretariat to meet the demand of members

a. The NCS secretariat will undergo restructuring to meet the growing needs of members.

b. Members will henceforth receive prompt attention to request/inquires.

3.         Overhauling of NCS Records Management System.

4.  Liaise with Federal ministries to embarking on aggressive Application of ICT tools in all government agencies.

5.  Expansion of membership base of NCS by completing the establishment of NCS    chapters in all states of the Federation.

6.         With the support of the NCS NEC, We shall improve inter and intra Government relationships with NCS.

7.         To build on the current visibility of NCS in Nigeria in particular and the world in general.

8.         More productive working relationships with the international community.

9.         Maintain good working relationship with other professional groups within and outside the country.

10.       We would respect all relationships, agreements, traditional obligations validly entered into by NCS.

11.  The MAIN FOCUS of NCS during my tenure with the support of NEC will be to continue to build a society whose focus would be a ROBUST membership base. An articulate and highly PROACTIVE NEC and well informed membership, a society which will be able to pay its bills with or without external support.

12.   With the support of NEC, NCS presence in Abuja will be strengthened.

13.   Regular review and improvement of our website.

 

With the support of the members of the 18th NEC, We will try our best and finish up all the ongoing projects started by the 17th NEC and also meet and exceed our promises to the members of Nigeria Computer Society.

Public Presentation of NCS and CPN Presidents

Nigeria Computer Society (NCS) Lagos Chapter will publicly present the new elected Presidents of NCS (Professor David O. Adewumi) and Computer Professionals Registration Council of Nigeria, (CPN), (Alhaja Sekinat O. Yusuf) on Thursday 29th August, 2013 at the NCS National Secretariat. Time is 2.00pm.


According to the release from NCS Lagos Chapter sent through its secretary, Dr. Akinseye, M. Damilola, the two Presidents will be presented to IT managers and the profession in a program that will include the Chapter’s meeting at the same venue.

Through its public forums, NCS analyzes IT trends and technologies to encourage knowledge sharing, development of capacity and sound decision making by members and stakeholders. In this regard, the Professional Paper presentation will be done by Mohammed Rudman, Chief executive officer, Internet eXchange Point of Nigeria (IXPN).

The public presentation is a particularly useful opportunity for IT managers, practitioners and other stakeholders to engage one on one with the leaders of these two institutions that represent the IT profession and industry in Nigeria. It is not a one way affair. NCS listens to the needs of the IT community and works to meet those needs. Use this program to gain significant value from NCS.

NCS is the voice of Nigeria’s IT community and the largest association of IT professionals and stakeholders in Nigeria. With members and activities in the social, business, government and educational communities, NCS is committed to driving sustainable development and growth through technology in Nigeria.   • Noticeable was the attendance of students and young innovators. Members of the Nigerian Association of Computer Science Students (NACOSS) organized their own events and actively participated in conference activities.
  • A highlight of the President’s dinner and Governor’s forum held during the conference was the conferment of Lifetime Achievement Awards on long serving NCS members who have left indelible impact in all spheres of society- Chief Don Etiebet, Mr. Tunde Ezichi, Alhaji Ladi Ogunneye, Professor G. M. M. Obi, Dr. Isaac Odeyemi, Deacon Ojinta Oji-Alala, Right Reverend Adebayo Akinde, Professor Olu Longe, Professor Adenike Osofisan and Mrs Ibukun Odusote.  Recipients received their awards from the Chief Host of the Conference, Ogbeni Rauf Aregbesola – Executive Governor, State of Osun.
  • Finals were held for the 2013 National Information Technology Competitions. Essiet Emmanuel Gregory of University of Uyo, Uyo, Akwa Ibom State emerged Winner of the Olatunji Odegbami National Information Technology Competition for Tertiary Institutions, while Olusanya Kenneth and Ogbonmide Tolu of Grace High School, Gbagada, Lagos, Lagos State emerged Winner of the National Information Technology Whizkids Competition (Secondary Schools).
  • Two induction ceremonies took place within the conference – for new members of NCS and for new members of the Nigeria Women in Technology (NIWIIT), an interest group of NCS. The excitement and zeal of the new inductees was both evident and infectious.
  • The conference also happened to fall on an election year – elections in the National Executive Council (NEC) and the College of Fellows Executives. All elections were conducted peacefully and transparently. NEC elections witnessed enthusiastic campaigns and keen contests. The spirit of sportsmanship was evident throughout. NCS thanks the previous executives (NEC and COF) for their service and achievements. New executives are wished a peaceful and successful tenure.

Grow beyond the Financials

Do you understand the difference between your cost and your value? Do you realize that your salary is your cost and not your value? Jidaw notes that too often we focus on our cost not our value. The hard truth is that many of us intentionally go through the learning process in IT only for what will translate to immediate benefit. But to fulfill our mission, vision must be long term.


For example, Jidaw asks: is learning only useful for immediate job openings, fat salaries, job-hopping, “get-rich-quick” schemes, quick job promotion, and similar stuff? Learning will no doubt address some immediate issues, but it is narrow-minded to think of learning only in that light. Drop the “fast food” mentality. Learning is not the same thing as instant coffee. During our career seminars I always ask: Do you see learning as an investment or a cost? What is your career vision?

It’s true but many will invest in learning only if they can clearly see immediate benefits. Unfortunately this state of mind makes us easy prey for advertising gimmicks and overblown hype. And unrealistic thinking comes into play. At Jidaw we continually caution our students – Don’t however be so driven for the immediate that you get hoodwinked by subtle market exploitation. See rapid-result-promotions in learning for what they are – costly barriers to effective learning! Instead you must bring substance and value into your decision making. Distractions that have no substance result in erroneous and detrimental choices.

Jidaw urges you to think visionary – increasing your value rather than your cost is about opening doors to growth as well as increased relevance. Invest wisely – not just for today but also for your future. Learn because you will need that knowledge, those skills in future. Learn because it will help your growth. Not because of unrealistic expectations. In our career journey and opportunity search, our ability to use IT skills to provide solutions increases our marketability. Jidaw expects you to see the connection – More opportunities, more jobs.

In seizing opportunities, jobs or business, we urge our students at Jidaw to go past the “meal ticket” mentality. Sure we all want opportunities that will provide us with comfort and the ability to meet our personal needs. However, in learning we must appreciate that the job, the opportunity, our future goals are more than our cost (salary, allowances, business fees, benefits, holidays, transport, bonuses, etc). ISPON 2013 National Software Conference and Competition

As the ICT world looks forward to the Institute of Software Practitioners of Nigeria (ISPON) 2013 National Software Conference and Competition, the UN has endorsed the need to place software high on the nation’s development agenda. Professor Emeritus Tapio Varis the UN Chair on e-Learning will be delivering the Keynote at the event scheduled to hold between 22-23 October, 2013 at the Tinapa Knowledge City, Tinapa, Calabar, Cross River State, Nigeria.


The forward looking ICT event is organized annually by ISPON in partnership with the Government of Cross-River State. The 2013 Theme is: “Software Strategies for Retooling the Workforce (SORWORK)”. The Governor of Cross River State, Senator Liyel Imoke has also reaffirmed his commitment and support to the event.

Prof. Tapio Varis – UNESCO Chair in Global e-Learning and Chair of Professional Education, with an emphasis on global learning environment at the Research Centre for Vocational Education, University of Tampere, Finland. He is a Principal Research Associate at UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training, and a member of the Governing Board of the UNESCO Institute for Information Technologies in Education, the European Commission Media Literacy Expert Group, and the Digital Literacy Expert Group.

The conference audience is expected to include International/ECOWAS ICT Experts, Nigerian ICT Professionals/Engineers, Hot-Head Coders/Software-Developers, Government Policy makers from Federal and State MDAs, Lecturers and Researchers, Venture Capitalists, Students of Computer Science related courses from tertiary institutions around the federation, ICT Journalists and other stakeholders.

The release from ISPON indicates that Prof. Tapio is already promoting the conference internationally in USA, Europe, Japan and Africa, at the highest level of Intellectual knowledge Domain which is evident from his correspondence with President, ISPON, Mr. Chris Uwaje. He expressed the desire to “ make Nigeria more visible internationally in the media”.

This year ISPON will give significant room to speakers, between the ages of 22 to 35 “in line with global practices as the revolution in the ICT industry is driven by this group of people. Experienced industry practitioners would serve as session discussants and panelists”.

ISPON has created a Broadband Pavilion at the 2013 conference venue to promote inclusive broadband connectivity in the country. The National Broadband Initiative and Plan will be highlighted and opportunities provided for Service providers, policy makers and regulators to showcase broadband plans and strategies. A Free Software Gate will be provided for software start-ups will showcase their software solutions to conference participants.
The Software competition is a major highlight and crowd puller – students from Tertiary institutions in the country will compete for top honours, the title of “Best Software Developer Team” of the year and outstanding reward and recognition at the event

ISPON is wished a successful hosting of the 2013 National Software Conference and Competition. Software development is critical to the growth of the ICT industry in particular and the nation in general. NCS visits Ministry of CommTech and NITDA

Delegations from the Nigeria Computer Society led by its President, Professor David O. Adewumi recently paid two separate courtesy visits to the Ministry of Communication Technology and NITDA (National Information Technology Development Agency).

At the Ministry of Communication Technology the team was warmly received by the Minister, Mrs. Omobola Johnson. Professor David Adewumi said the visit was to identify with the Minister and to further engage on how NCS and Ministry of Communication Technology can accelerate the pace of IT development in Nigeria together. He noted NCS’s admiration of the progress being made with Mrs. Johnson, as the Minister of this dynamic arm of government.

Adewumi particularly appreciated her noteworthy impact toward developing Nigeria’s information Technology (IT) sector as well as her remarkable coordination of the activities of all focal ICT agencies of the nation. Professor Adewumi further commended the Minister for collaborating with NCS, most recently through her strong presence at the last NCS conference at Iloko Ijesa, Osun State, where she participated fully in NCS activities for two solid days.

At NITDA, the NCS team was received by Dr. Ashiru Sani Daura, Acting Director General, NITDA and other top management officials. Professor Adewumi also commended the Acting DG of NITDA for his presence at the last NCS conference at Iloko Ijesa, Osun State, Sponsorship of the conference and the strong presence of NITDA staff at the conference. He noted that the worthy goals of NITDA are in line with NCS core objectives. Adewumi praised the efforts of the Acting DG towards developing Nigeria’s outsourcing sector, stating that NCS is proud that NITDA which was born out of the NCS vision and initiative is firmly established and waxing stronger.

During both visits the NCS President proposed strategic partnerships in programs and projects relating to research and development, Cybersecurity, IT enabled employment generation, promotion of Excellence and Professionalism in Industry and the Profession, and IT Policy Formulation that are of immense benefit to the country. During the two visits, the Minister and the Acting DG congratulated the newly elected President and National Executive Council (NEC) of NCS.

The Minister agreed with the importance of strategic partnership between NCS and the ministry while expressing government’s desire and efforts to improve IT in all such areas. Mrs. Johnson assured all that she and her staff would address the partnership issues and not hesitate to partner with NCS when the need arises. She commended NCS for its efforts towards developing IT in the country.

She asked NCS, as the umbrella association of the IT industry and profession, to work towards seeing that all the registered interest groups such as ITAN, ISPAN, ISPON, etc are united and that their aims and objectives are harmonized towards achieving a common goal for the good of the country and meeting the promises of the nation’s transformational agenda. According to her, NCS should look at building capacity in the areas of software development, training and skills acquisition especially on newer technologies and local content.

The Acting DG confirming that NITDA was created through multistakeholder involvement in which NCS played a major role, agreed on the need for a mutually beneficial relationship of support and collaboration to move industry forward and ensure IT gets its rightful place. Daura noted that there was a lot of ignorance inside and outside government. Massive enlightenment is required as Nigeria is lagging behind as shown by Nigeria’s position on the global e-readiness index. Even though penetration is improving we should be doing much more and be front runners in Africa. And this can’t happen without collaboration. The transformation agenda and achieving Vision 20:2020 also requires IT. Noting that NCS had been playing an important role in accelerating IT development in Nigeria, Daura recommended that NCS and NITDA should meet to create an action plan on the issues mentioned, advising that both organizations should strengthen their relationship for better mileage and benefit for the nation.

NCS is the nation’s foremost network of Information Technology (IT) practitioners comprising IT professionals, Interest Groups and Stakeholders. The visits to the Ministry of Communication Technology and NITDA are the first courtesy visits organized by the 18th NEC of NCS. In leading advocacy for the profession and industry these visits to the government institutions responsible for IT development in Nigeria were strategically undertaken to signify intent on the part of NCS to ensure IT leadership and Professionalism are placed high on the agenda of the entire IT community.

NCS Lagos Chapter 2013 IT Conference and Awards

Nigeria Computer Society (NCS) Lagos State Chapter has announced details of its upcoming 2013 IT Conference and Awards. The event will hold on Thursday, 26 September, 2013 at the Ikeja Airport Hotel, Awolowo Way, Ikeja. Time is 10 a.m.


According to the release, the NCS Lagos Golden Names 2012 will honour and celebrate Deacon Ojinta Oji Alala, Provost, NCS College of Fellows and Dr GMM Obi for their outstanding contributions to IT development in Nigeria.

It is expected that in addition to Golden Names 2013, the NCS Lagos IT Conference and awards will include other prizes.

CCNA Routing and Switching, what’s new, what matters 2

What’s new in the Cisco Certified Network Associate (CCNA) the world’s most popular networking certification update? Jidaw notes that the old exams were discontinued on 1 October 2013; 640-802 is no longer available. It has been replaced by the 200-120 CCNA exam. Which issues matter? Read the first part of this article on: CCNA Routing and Switching, what’s new, what matters 1.


Stronger ICND1/CCENT
ICND1 has been enhanced to provide a solid foundation for specialization with the addition of IP Addressing (IPv4 and IPv6), virtual LANS (VLANS), subnetting, network address translation, access control list, Open Shortest Path First (OSPF), VLSM, etc.

Newer ICND2
With significant removal of content from ICND2 to ICND1 has also come the addition of new content to ICND 2. High value content covered in the updated curriculum include: FHRP, Syslog, SNMP, PPP, PPPoE, OSPF, EIGRP, RSTP and RVSTP

GONE
Gone completely are RIP and wireless. The wireless angle is assumed to emanate from the move to make CCNA wireless the sole source for subject matter expertise in foundational level wireless.

From 640-802 to 200-120
At Jidaw’s training centre, interest is high and our observation is that most candidates invest in the composite exam because it is the lower cost way of covering all topics in both exams. Routing and Switching is now itself a specialization. What impact will the trend towards specialization have? Will the strengthening of ICND 1 alter current testing taking preferences in a significant manner?

Why
Jidaw insists that change in IT is a reality candidates and professionals in this terrain must not only accept, they must embrace. Some may feel certification changes are motivated by revenue generation. Others may even believe sponsors want to make the exam harder to achieve – the “toughness is a measure of value” thinking. While additional income may come to the cert provider, and new updates tends to make the exams more rigorous, Jidaw would pitch its tent with relevance which is critical to long term sustainability of any exam. Cisco and other certification have the final say in the content and substance of exams they sponsor, and it is in their interest to ensure their exams are up to date and relevant.

The IT world is fast changing and competitive. Exam change is usually driven by the need to meet demand while maintaining relevance and competitiveness. Cisco seems to saying there is significant industry demand for foundation level specialization (routing and switching, wireless, voice and security). Changes should meet current and foreseeable needs of the networking market. Jidaw believes that since we live in a world of fast change driven by IT, certification exams cannot afford to remain static.

BOTTOM-LINE
Though there have been shifts, transfers, removals and a few new concepts, in the opinion of Jidaw overall content has not changed significantly. CCNA relevance and standing in industry are still quite high, and the new changes seek to maintain the certification’s advantage in a highly competitive market.

At the end of the day, Jidaw notes that the decision to invest in this update is still up to you. Have realistic expectations and work on other aspects of your career development. Don’t only have a focus on job benefits and recognition; your contribution, self development, attitude, experience and life skills are all important. Do your assessment well. CCNA is a standout certification but the real question is: is it for you? If it is, Jidaw urges you to prepare well, the exam takes no prisoners. Deliberate quality preparation will get you there!

Zinox reaffirms Commitment to NCS

Zinox, the Nigerian ICT solutions giant has reaffirmed its commitment to the vision, mission and aspirations of the Nigeria Computer Society (NCS). Renewed support for the ideals of NCS came from Chief Leo Stan Ekeh, Chairman/CEO Zinox during the society’s recent visit to the tech company’s headquarters in Lagos.


NCS delegation led by its president, Professor David O. Adewumi visited Zinox to identify with the pioneering firm and to appreciate the significant contributions of Zinox to NCS and the development of Nigeria’s knowledge economy. He commended Zinox technologies for the recent support given to the NCS Imo state Chapter’s inauguration as well as to previous National Executive Councils (NECs) of NCS. He noted that the active participation and collaboration of Zinox has been crucial in taking the society to greater heights.

Led by Chief Leo Stan Ekeh, the Zinox high level team included Stanley Okpaleke, Managing Director Task Systems, Emomine Mukoro, Managing Director, Buy Right Africa, Olufunke Oduntan, Executive Director Task Systems, Adesuwa Igho-Orere, General Manager, Task Systems, Emmanuel Onyeje, Chief Operating Officer, Zinox Technologies Group and Echika Ezuka, Corporate Affairs Consultant, . Zinox Technologies Group. In addition to the President, the NCS delegation comprised of Jide Awe, Chairman Publicity and Events Committee, Chinedu Onuoha, Executive Secretary, Iyiola Ayoola, Director Corporate Affairs and Taiwo Oyesanwo, Corporate Affairs.

Adewumi further called on Zinox to strengthen its impact on IT development in Nigeria through strategic partnerships with NCS in identified critical areas. Upcoming strategic collaborative opportunities include the Information Technology Research and Development Workshop, Annual National Information Technology Merit Award (NITMA) Ceremony, NCS Building and the NCS industrial IT Park.

In his response Chief Stan Ekeh commended NCS for the visit while reiterating the continuing interest and total commitment of Zinox to the Nigeria Computer Society. According to Ekeh, the role of NCS is crucial in developing a knowledge society and the Zinox group remains ever devoted to the Society. This is even more so in the present environment where the IT sector is marginalized and there are serious issues of concern in the society that touch on the tech industry and profession.

He requested for NCS advocacy in the enforcement of the local content policy as well as sanity in the various biometric data registration projects being undertaken by various government agencies in the country. The Zinox boss also expressed dissatisfaction with the country’s ongoing crisis in tertiary education, emphasizing the need for innovative, 21st century thinking and stakeholders to revamp the educational sector.

Ekeh expressed Zinox’s interest and readiness in strategic partnering with NCS, especially in the development of the NCS building and the proposed NCS Industrial IT Park. He announced future expansion plans of Zinox, noting that the solutions firm is focused on technology and committed. In a move that both stunned and delighted the meeting Ekeh announced Zinox’s donation of a Toyota Hiace bus to NCS. Professor Adewumi prayed for the continued progress of Zinox as he expressed gladness and gratitude on behalf of NCS for the contribution, which he stated was worthy of emulation and a clear example of Zinox’s genuine commitment to NCS and IT development in the country.

Founded in 2001 by a team of ICT Technocrats led by Chief Leo Stan Ekeh, Zinox group is a pacesetter in Nigeria’s IT industry. Transformation in Nigeria, biting or barking?

National transformation – barking or biting? We need to ask questions that matter. Answer the quality of life questions asked and you will appreciate the need for national transformation. Bitter truth but we must face reality if we desire forward movement. There has been progress but it clearly is not enough.


A country that is so rich in human and natural resources should be doing more, should be making more impact, the Nigerian people should be living full and meaningful lives. Independence should be more than flag celebration. There is an undeniable need for real meaning in the lives we live. When will the baby grow up? Isn’t it strange – over fifty years after and the baby is still breastfeeding? Whatever we call it, transformation or change, the nomenclature is irrelevant. Do we want progress? Then we must acknowledge the harsh reality. The status quo is both retrogressive and unsustainable.

Is our society modern? Is it meeting the needs of the people? The populace is growing but is there efficiency and innovation in the delivery of private and public services. It is one thing to acquire digital tools it is another matter entirely to leverage on electronic infrastructure to achieve your goals. The public sector needs come alive and grow up in the areas of efficiency and innovation.

Please, and this is a big PLEASE, get past the purchasing of laptops for high ranking officials, designing organizational websites, online exam registration and awarding contracts. Basically a system which takes someone a whole day to register her child as a new student in a public school reeks of inefficiency. Private sector organizations tend to fare better due to the management focus and profit motive. But weak regulatory controls are a concern. Personnel, infrastructure and leadership must simply deliver in the age of innovation. We must never forget that Nigeria is part of a global village – a world of global opportunities and global competition. Only the strong advance. Inefficient structures and processes will not help the country in its quest to become more globally competitive.

Are we satisfied with an economy is characterized by consumption? Nigeria rakes in serious revenue from oil, but beyond oil what does Nigeria produce? Yes, Nigeria is one of the largest producers of oil in the world. But that is not the only measure of the strength of the economy. How has this translated to jobs, poverty eradication, enterprise development, etc?. How many Nigeria participate meaningfully in this industry? There can’t be true independence with the country’s continued overdependence on oil for revenue. Does it make sense; is it sustainable for the country? The enclave economy that is only focused on oil does not foster job creation and wealth, value chain development and value add to the economy.

The aim of diversifying the economy away from oil is to open up other areas and strengthen enterprise development in a manner that ensures growth is inclusive and development oriented. Areas such as manufacturing, solid minerals, agriculture, ICT, trade and tourism need to do more. Presently structure is weak in these areas and productivity is low. The economy is import dependent, and quality of output from industry does not reflect competitiveness. All this noise about transformation – are we barking or biting?

Kogi State Chapter of the Nigeria Computer Society visits Ajaokuta Steel company, Elects New Executive

The Kogi State Chapter of the Nigeria Computer Society recently paid a visit to the Sole Administrator of Ajaokuta Steel Company, Ajaokuta Kogi State, and also elected a new executive body to run the affairs of the state chapter.


A delegation from the Kogi State Chapter of Nigeria Computer Society led by its Immediate Past Chairman Mr. Ajayi Ebenezer pay a courtesy visit to the Sole Administrator (Engr. Isah Onebere Joseph) of Ajaokuta Steel Company, Ajaokuta Kogi State on 10th September 2013.

The visit was carried out to congratulate him on his appointment as the newly appointed Sole Administrator of Ajaokuta Steal Company, and to inform him about the existence of Nigeria Computer Society in the state and the need to bridge the gap between Academia and industries in term of deployment of ICT tools in our various organizations. Mr. Ajayi Ebenezer also used the opportunity to seek for steel company’s partnership with Nigeria Computer Society, Kogi State Chapter.

In his response, Engr. Isah Onebere Joseph assured the Kogi State chapter of Nigeria Computer Society that, the organization is ready to partner with Nigeria Computer Society in areas of need and interest. He also assured the Kogi State Chapter of the Nigeria Computer Society that professional certificates will be one of the criteria for promotion in his organization. He also promised that he would ensure all his ICT staff become registered members of both state chapter and National body of Nigeria Computer Society.

NCS Kogi State Chapter delegates that went for the visit are : Mr Ajayi Ebeneezer Akinyemi (Immediate Past Chairman), Prof Sunday Adewumi, Mr Isah Dauda( past PRO), Mr Adah Williems ( Secretary), Mr. Ilugbusi Abiodun (Chairman), Mr.Oladele Olayemi John, Mr Yusuf Samaila Kafinta.

Kogi State Chapter of NCS also has a new execytive body. According to a notice from the Chapter, the tenure of the previous executive officers of Kogi State Chapter of Nigeria Computer Society came to an end and a fresh election was duly and properly conducted.

Respected colleagues of the Press.

I welcome you all to this press conference and I thank you for accepting to be here this morning.
I whole heartedly thank you all for what you have done, what you are doing and what you are going to do for this society of ours – Nigeria Computer Society. I quite appreciate your commitment and support given to our great professional association. As you know the NCS is made up of all Information Technology professionals, interest groups and stakeholders in Nigeria. And You, the media, are our indispensable partners in advancing IT development for overall prosperity in our great nation.

Since I came on board, it has always been my desire to meet you one on one like this because of the wonderful way in which you have been partnering with us. There is a lot of work to be done and NCS counts on working with you to end the marginalization of IT in Nigeria. Once again you are welcome.

Strategic Stakeholder Engagement
NCS, the national platform for the advancement of Information Technology sciences and practices in Nigeria, is committed to shaping the future of IT, supporting people who make IT work and employing IT to drive positive change in the society. To this end, on assuming office under my leadership the NCS has been engaging and building strategic partnerships with our members and important stakeholders such as the Ministry of Communication Technology, NITDA and Zinox technologies. We have met the Minister of Communication Technology, Acting DG, NITDA and MD, Zinox. Further engagements that are critical to advancing the industry and profession in Nigeria are being planned.

Indeed NCS uses this opportunity to announce the donation of a bus to NCS by Zinox technologies. I and the entire membership of NCS thank and commend Zinox for this exemplary contribution to the cause of IT development in Nigeria. Such generosity is both unprecedented and worthy of emulation. Stronger stakeholder partnerships with NCS will build an inclusive, globally competitive and prosperous Nigeria that will be the envy of other African nations. I therefore challenge other individuals and corporate bodies to emulate the exceptional contribution, support and philanthropic gesture of Zinox Technologies Ltd.

National Information Technology Merit Award (NITMA)
We must learn to celebrate our own. We must learn to celebrate achievements and landmarks in our profession to inspire and propel growth in Information Technology. In this light, the most important and recognized award ceremony in the IT community, the National Information Technology Merit Awards (NITMA) will be held on December 13, 2013 at The Haven, GRA Ikeja. Annually through NITMA, NCS recognizes and rewards excellence and tremendous contributions in the development and deployment of Information Technology in the country and the Diaspora. Category awards will be based on IT specialization, NCS standards and global best practices. Fellowships will also be conferred on deserving members.

By conferring awards of excellence NCS highlights the importance of recognizing and celebrating individuals and organizations that have contributed tremendously towards the development and deployment of Information Technology in Nigeria.

Focus on Professionalism and High Profile Advocacy
In celebrating excellence we are concerned about the marginalization of IT today in our country. IT is the driving force and contributor behind the digital economy. The profession and industry must therefore be appropriately rewarded, recognized and strengthened. Local content needs to be enforced practically and those working and providing services in IT in Nigeria should be encouraged and supported in providing the much needed innovative solutions for job creation, security, governance, health and our country’s many issues.

The nation is not fully harnessing the growth opportunity of the IT sector – industry, academia, profession, entrepreneurs and other stakeholders. Appropriate recognition, policies and legislation still needs to be put in place. It is imperative that the Presidential Advisory Committee on National Dialogue fully faces this reality. The National Dialogue must grasp the need to incorporate and prioritize the role of the IT sector if Nigeria is to be a key player and fulfil its promise in the 21st century.

We cannot create jobs massively nor have a sound educational system with analogue mindset and actions. Without a strong IT profession and industry it will be impossible for Nigeria to drive change and unleash Nigeria’s growth promise.

During my tenure, NCS will renew focus on professionalism and high profile advocacy for long term shared prosperity that benefits members of the IT community and the nation.

Future Plans
Under my leadership NCS will therefore work with stakeholders to embark on the following programs and projects relating to research and development, IT enabled employment generation, promotion of Excellence and Professionalism in Industry and the Profession and the promotion and recommendation of Local Content to government and corporate bodies, etc.

The Journal of Computer Science and Its Applications welcomes submission of complete and original research manuscripts, which are not under review in any other conference or journal. The topics covered by the journal include but are not limited to Artificial Intelligence, Bioinformatics, Computational Statistics, Database, Data Mining, E-Business, Hardware Systems, Internet Computing, Networking, Operations Research, Scientific Computing, Computing Ethics, Computer Security, Software Engineering and more.


AUTHORS ARE ENCOURAGED TO SUBMIT THEIR PAPERS BY DECEMBER 13 2013 FOR VOL. 20, NO.2; DECEMBER 2013 ISSUE

1. The document must be written in English, double-spaced 12-point Times New Roman

2. Paper size is A4

3. Authors are advised not to number the pages.

4. The first page of the manuscript should contain the following:

a) title of the paper (no more that 45 characters)

b) the name(s) of author(s), corresponding author should be indicated

c) Authors’ names and addresses should be centered below the Manuscript title and the email address of each author stated directly below author’s names and address

d) About 4 to 6 keywords should follow the abstract as a subheading

5. An abstract not exceeding 200 words (formulae are not counted) should follow the title page.

6. Major headings and subheadings should be numbered sequentially (1.0, 1.1, 1.1.1 etc). They should start at the left-hand margin on a separate line

7. All tables and figures must be given sequential numbers (1, 2, 3, etc.) and have a caption placed below the figure (“Fig 1: Figure caption”) or above the table(“Table 1: Table caption”) being described

8. Equations should be numbered consecutively throughout the text. Equation numbers should be enclosed in parentheses and flushed right. Equations should be referred to as Eq. (X) in the text where X is the

NCS Ogun State accelerates Youth Innovation

Nigeria Computer Society (NCS) Ogun State Chapter has raised the bar again with its just concluded 5th Annual Edition of Information Technology Development Programme. According to the release from the chapter, not less than ten institutions participated in the two-day programme tagged “Enhancing IT Knowledge Capacity”. The unique knowledge sharing and capacity building event was held at Covenant University, Ota, Ogun State on 5th & 6th November, 2013.


Institutions that participated were: Covenant University (Host); Babcock university, Redeemer’s University, Federal College of Education, Osiele; Ogun State Institute of Technology (Igbesa); Crawford University; Bells University of Technology, Allover Centra Polytechnic, McPherson University, D.S Adegbenro ICT Polytechnic.

Developed to accelerate youth innovation, the programme is organized annually for representatives of Computer Science/Information Technology students of all tertiary institutions in Ogun State.

The objectives of the programme are:

  • To provide a platform for building and enhancing ICT skills, interests and attitudes among students of tertiary institutions in Ogun State;
  • To provide the needed medium of interaction between international organisations and students of tertiary institutions in Ogun State;
  • To provide the medium of interaction among the students of tertiary institutions in Ogun State; and
  • To provide a platform for encouraging institutions in Ogun State to participate in national and international competitions such as Microsoft competitions among others.


It appears these objectives were met again during this year’s programme.

eNigeria 2013, Local Content in ICT, How near, How far

A call for participation has gone out for eNigeria 2013 themed: “Local Content in ICT Development in Nigeria: The Journey so Far”. The event organized annually by the National Information Technology Development Agency (NITDA) takes place from December 3 – 5, 2013. Venue is: Shehu Musa Yar’Adua Centre, Abuja. Time is: 9AM Daily.


Just like last year the conference seeks to provide answers to the question of local content in ICT in Nigeria. Jidaw notes that there has been so much activity and talk. The question is how far has the nation come? Is it just talk, or has there been substance? At Jidaw we insist that local content development in ICT is a core requirement for meaningful participation in today’s knowledge society. Consumption alone (download-only) is not the desired form of digital involvement. To avoid e-slavery, Nigeria must wake up to need to build consequential ICT strengths locally.

No time for wasteful “talkshops”
However, ideas require action. Talk is cheap. Jidaw insists that without genuine commitment and well thought through policies achieving meaningful impact through local content development in ICT may just be a pipe dream. So there have been projects and initiatives, it appears NITDA now wants to take stock. What is really happening on the ground in the area of local content development in ICT? What is the private sector doing? Is the public sector on board? What about the social and educational sectors? Jidaw expects frank, constructive multistakeholder engagement. This is no time for wasteful “talkshops”

According to the release from NITDA, “The 2012 edition of eNigeria with the theme “Local Content in ICT Development in Nigeria” examined the nonexistence of technology exports and very low level of patronage of locally produced ICT products including hardware and software. Stakeholders at the summit rightly observed that while the country appears to be fully abreast with technological advancements and global innovation, the economic value generated locally with the imported technologies used by Nigerians is far below that of our indigenous technologies. In view of the foregoing, the stakeholders agreed to adopt ICT local content development as the central issue to be addressed in subsequent e-Nigeria conferences until the country achieves optimum level in balance of trade in the ICT sector. The 2013 edition of eNigeria is therefore focusing on achievements in ICT local content initiatives”.

Listed Sub Themes are:

  • Inclusive Growth Through ICT Local Content Development in Nigeria;
  • National Policy Space for ICT Local Content Development;
  • Sectoral Assesment of ICT Local Content Development in Agriculture, Infrastructure, Manufacturing, Education, Health, eGovernance and Financial Sectors;
  • Implementing National Guidelines for Promoting ICT Local Content in Nigeria;
  • Financing ICT Projects: Options for Entrepreneurs.


The release also states that the Objectives are to:

  • Evaluate progress and success of the buy “Made in Nigeria ICT Products and Services” campaign;
  • Develop requisite framework for global competitiveness of indigenous ICT products and services;
  • Develop framework for providing critical employment through outsourcing and other digital opportunity windows;
  • Examine funding options and factors militating against ICT local content development in the country;
  • Develop strategies for leveraging on technology transfer and Nigerians in diaspora for developing the ICT industry in the country

The Host is: Dr. A.S. Daura – Ag. Director-General NITDA, while Chief Host: Mrs Omobola Johnson, Hon. Minister of Communication Technology.

Content appears loaded and inclusive. Expectations are high. Despite having enormous potential why are there still critical issues concerning overall quality of life? ICT needs to be making more impact. Jidaw asks: Are the strategies and priorities right? Is the nation deriving value from its investment? Is there an appropriate knowledge culture encouraging local development content in ICT? Jidaw wishes NITDA and all participants meaningful deliberations. The nation is screaming for more.

Nigeria Computer Society pays courtesy visits to MTN, MainOne and Sidmach

In furtherance of its policy of strategic partnership and stakeholder engagement, Nigeria Computer Society (NCS) recently visited three key players in Nigeria’s technology space – MTN Nigeria, MainOne Cable company and Sidmach group. The NCS delegations were led by the Deputy President, NCS, Professor Sola Aderounmu who represented the NCS President, Professor David O. Adewumi.


At MTN Nigeria, the team was warmly received by Mr. Akinwale Goodluck, Corporate Services Executive, representing the CEO, Mr. Michael Ikpoki. Nigeria’s premier IT professional association and advocacy group commended MTN for its role in spearheading of the mobile revolution in Nigeria, while appreciating MTN’s position as the biggest mobile operator in the region. Adewumi stated, “The GSM revolution in which MTN played and still plays a major role has created jobs in significant numbers as well as a value chain of suppliers, while providing the backbone for other major areas of the Nigerian economy”.

At MainOne, the NCS team was received by Ms. Funke Opeke, CEO, MainOne and other top management officials. NCS congratulated the MainOne for building and owning the first wholly African privately funded license submarine cable along the West African coastline. NCS President also saluted MainOne on its ongoing investment and commitment to setting up one of Africa’s largest data centres. Professor Adewumi further thanked the MainOne CEO for her presence at the last NCS conference at Iloko Ijesa, Osun State, support of the conference and the strong presence of MainOne staff at the conference.

At Sidmach Group, Mr. Hassan Alao, CEO and other top management staff welcomed the NCS delegation. NCS congratulated Sidmach on its unique achievements in the development and deployment of wholly indigenous enterprise IT solutions, most especially in the educational sector. NCS identified with the innovative and entrepreneurial initiatives of Sidmach. The President noted that the visit of the NCS team was also an opportunity to thank Sidmach for its commitment to NCS through the organization’s consistent support over time for NCS events and activities.

During each visit, the NCS President Professor David Adewumi emphasized that the visit was to identify with the progressive and inspiring impact of the particular organizations and to explore ways in which the organizations could work with NCS to accelerate the pace of IT development in Nigeria. He stressed the urgent need to support advocacy in the sector. According to Adewumi, “Despite the progress made, the sector still faces major challenges of “right of way” barriers, low broadband penetration rate, multiple taxation, ongoing power supply and security issues, inadequate local capacity and low awareness of innovation opportunities. The need to accelerate the pace of ICT development in Nigeria and ensure long term sustainability is both massive and glaring”.

He therefore proposed strategic partnerships in programs and projects relating to research and development, Cybersecurity, IT enabled employment generation, promotion of Excellence and Professionalism in Industry and the Profession, and IT Policy Formulation that are of immense benefit to the country. The need for the organizations to play key roles in the upcoming National Information Technology Merit Awards (NITMA) was highlighted.

Akinwale Goodluck of MTN noted that the visit was quite timely as MTN is no longer just a GSM Company but is now a full fledged ICT Company that is one of the biggest in Sub-Saharan Africa. And according to him MTN works with Nigerian IT providers and is very passionate about local content. He also highlighted the fact that had been a significant drop in the number of foreign personnel employed by MTN Nigeria. According to him MTN is ready to collaborate with NCS but will get back on specifics, especially with regard to the NITMA program and the NCS Scholarship Fund.

In responding, Funke Opeke appreciated the visit and commended NCS for its laudable advocacy efforts. She mentioned the need to address the challenges faced in the industry, especially those militating against widespread and improved broadband availability. Noting that MainOne had been active in most NCS events during the tenure of the last executive, she assured the NCS delegation that MainOne would build on the existing relationship through the mentioned strategic partnership opportunities specifically showing interest in NITMA and the proposed 2014 NCS Conference sub-theme on Broadband. She also requested for more details of the IT Park and Centre of Excellence projects.

Michael Olajide of Sidmach appreciated the presence of NCS in their organisation, which was the first time the NCS Council was visiting Sidmach. He informed delegates that though Sidmach had made its mark in software in education through solutions provided to JAMB, WAEC, NECO, NERDC, it was diversifying into providing solutions in agriculture and insurance as well as into the provision of telecom infrastructure services. The Sidmach group agreed to deepen its engagement with NCS through strategic partnering.

NCS is the nation’s foremost network of Information Technology (IT) practitioners comprising IT professionals, Interest Groups and Stakeholders. The visits were strategically undertaken to signify intent on the part of NCS to ensure industry collaboration and Professionalism are placed high on the agenda of the entire IT community.

NITMA 2013 fosters Excellence and Innovation

It’s time to once more reward and celebrate the brightest and the best in Nigeria’s Information Technology (IT) community. The Nigeria Computer Society (NCS), the nation’s foremost network of Information Technology (IT) practitioners and stakeholders will again be fostering excellence and innovation in Nigeria’s technology space. The National Information Technology Merit Award (NITMA), the most important and recognized award ceremony in the sector, holds in Lagos, Nigeria on December 13, 2013.


The obstacles in the sector are diverse and challenging. The ongoing power infrastructure and security challenges, weak knowledge culture, inadequate local capacities and low broadband penetration are some of the issues that highlight the critical need for advocacy. An expected highlight at the upcoming National IT Merit Awards (NITMA) organized by the Nigeria Computer Society (NCS) is the 2013 Information Technology IT Personality of the Year Nigeria award. Nominees for this year’s President’s Award, the IT Personality of the Year, have stood out this year with their exceptional and outstanding contributions.


The prestigious award recognizes individuals whose contributions in Information Technology and related have been most significant. NCS members vote online annually to choose their preferred best nominee. The winner of the Prestigious IT Personality Award will be announced based on these votes during the NITMA event taking place on Friday, December 13, 2013 in Lagos. An annual event organized by the Nigeria Computer Society since 2009, the National IT Merit Award (NITMA) ceremony recognizes individuals and corporate bodies that have made significant contributions to the advancement of Information Technology for the development of Nigeria.
